LEEPS CASE STUDY
THE NATIONAL LEVEL CROSSING, TRANSPORT AND WORK ACT, LESSONS LEARNT EVALUATION REPORT
- Client: Network Rail
- Location: Milton Keynes
- Industry: Rail
- Completed: March 2019
Background:
Network Rail (NR) is the owner and infrastructure manager of most of the railway network in Great Britain.
A Lessons Learnt workshop was undertaken for the National Level Crossing Closure Project in compliance with the NR Governance for Railway Infrastructure Projects (GRIP). The workshop was attended by representatives from various stakeholder groups with Network Rail, Mott MacDonald and Winkworth Sherwood.
The workshop split the project in to pre-application, post-application and the inquiry phases to create lists of improvements for future projects. Once the lessons were identified, they were reviewed and prioritised by significance. The final workshop session identified the future beneficiaries of the lessons and allocated key lessons to each of the beneficiaries.
Objectives:
The primary objective of the workshop was to deliver GRIP requirements for identifying and recording project activities that had gone well and also those needing improvement.
The workshop further identified the following future Project, Route Maintenance and stakeholder activities that would benefit from the output of the workshop;
> The individuals and their colleagues involved for the purposes of professional development
> Further level crossing closure programmes involving Transport Works Act (TWA)
> Other TWA applications outside of the level crossing program such as East-West Rail
> Partners and Consultants as inputs into their lessons learnt exercises
> Wider Stakeholders such as the Highways Authority and Local Authorities
> The Route delivery organisations
> The creation of a Best Practice Guide
Results:
The workshop identified more than 40 individual lessons learnt, ranking each in terms of value and identifying the key audiences. A short output report was produced for circulation to participants, key stakeholders and the wider industry partners.
Following on from the success of the workshop, LEEPS Consulting have been requested to facilitate similar events.
